Regarding your article on May 19 on gas water heater ban. This is a very costly proposal with very little input from residents whom it will affect.
I would like to offer a compromise solution. Make homeowners who are selling their house put in the heat pump before the sale is completed.
Much like the sewer lateral replacement that has to be done. Also any homeowner adding an addition should be required to replace their heaters durning the construction project. The current plan with replacing when your heater goes out will lead to lengthy delays as many will need to get not only a plumber but an electrician with permits and be potentially without hot water for days or even weeks. This is really not a well thought out plan.

What’s next, making homeowners install solar panels, installing greenhouses, painting the house certain colors, replacing the lawn, voting a certain way, making donations to selected candidates? This is really not a well thought out plan. Moneymakers will be those working in the field of law.
That's a transition approach with some merit, but overlooks the merits and harms of the entire regulatory regime. First, keep in mind that that 70 to 90% of existing US residential heat pump and central air systems have efficiency losses of 20% plus due to improper installation. The technology is not yet ready for primetime, and when it is that choice should be left to the property owner. The issue requires comprehensive planning and management, something that the BAAD is not capable of. This is a State issue involving the CPUC as well. Read a fuller analysis here:
