For decades, both parties promoted free-trade agreements like the North American Free Trade Agreement, promising broader prosperity. Instead, many middle-class communities saw factories close, jobs move overseas and wages stagnate.

Whether or not Trump understands how tariffs work, at least it gives him something to talk about, letting him pretend he understands.

Good point, Mr. Torreano. It sounds like individual and/or class action lawsuits need to be filed against all companies who receive tariff refunds. If one believes consumers pay for tariffs, it is only fair consumers receive their fair share refunds, also.
